Some places in T-America have a lightweight citizen responder or student responder class. What they don't have, and need, and are just starting to get the ideas for, would be first responder as a general job description -- someone who can go to the scene of pretty much any emergency and do useful basics before the specialists arrive. So they'd get a little training each in things like first aid, fire management, crowd control, etc. I've got a few characters with that on their character sheet, but they've done it by cobbling together the materials from different places.
Meanwhile, medical training options include individual first aid classes such as offered by the Red Cross, or EMT training which only takes 3-6 months.

One of the advantages T-America has is that their empaths are mostly trained, and they've got more mystical and other superpower options than we do here. (I once went to a college graduation for a psych department. About 2/3 of the room consisted of untrained empaths hosing their emotions everywhere. Suddenly all the alarming shit I was hearing about that part of the school made a lot more sense.) Often, all people need is someone to snap them out of the emotion that's running away with them. So being able to do that is a huge benefit.
