Yay! That's more common in T-America than here. Groundhog is extra good at it because he's a dispatcher; he has special training in crisis control. For the kind of person who gets argumentative in an emergency, explanations of why a given step is necessary or preferable have a much higher success rate than "Do as I say." It also helps to soothe anxious people when they know what's happening and why.
