That's among the easiest:

* White glitter on white icing
* Clear glitter on white or pale blue icing
* Pale blue icing with white snowflakes drawn on it, dusted with clear glitter

Yes. With glitter you'll need stencils with a simple design, rather than the intricate ones for powdered sugar.
