Interestingly enough, the National Art Education Association hates coloring books, fill in the colors, and basically anything that stifles creativity and expression. They also think it's not productive to try to force kids to color inside the lines, or only use the 'correct' colors.

Coloring books are a fun activity, not art education.

So, yeah. Shiv's art teachers were idiots, and not following best practices.
