Most of the time, people don't put enough thought into quarantine to make it safe. A patient who dies of PTSD or suicide a month or few later is just as dead as one who dies on the spot of illness or toxic exposure. Plus, it is legitimate to contain a hazard, but not to do avoidable harm in the process. Now add superpowers to that mix, especially since zetetic exposure is a leading cause of traumatic manifestation. Freak out a new soup, and a lot more people could get hurt or killed. So SPAZMAT has learned to provide EFA and comfort resources as a buffer against stress. This reduces the chance of psychological harm, aids physical recovery, minimizes the risk of superpowers getting out of hand, and helps people view SPAZMAT in a positive light which lowers the tendency for people to bolt for cover instead of seeking help. The last thing you want is a bunch of panicky civilians scattering with things that might spread, and that is exactly what happens if they're afraid the authorities will hurt them. SPAZMAT has put a lot of effort into establishing public trust, and it works. Quarantine is still scary, upsetting, and inconvenient but it's all tamped down to a minimum. Their PTSD rate is probably somewhere in single digits, which is a lot lower than the 33% or so from combat and other highly traumatic situations.

Some dogs are giddy like that all the time, Labradors and golden retrievers among them. Some German shepherds are grim or stuffy all the time. But the best of the working shepherds have a good balance between work and play personalities.
