Yes, there are. Anh has a tendency to bond closely with the citizens she supervises. For first responders, that gives them a contact in SPAZMAT they can ask for advice later, and for her it creates a broad network of other specialties she can tap at need. That's part of how she's able to get the goodies. Plus, the paramedics and the police have a close working relationship. Very useful all around.
It will take some time for people to figure out how to use their new skills, how to fit that into their jobs, but they are on the right track.
